The lump sum covers 24 months of startup operations tied to launch, MVP and commercialisation, including full-time staff, premises, equipment purchase or rental, software, external programming/testing/training/mentoring, promotion, small inventory and prototype consumables. Export-volume aid, double funding, ineligible primary agriculture/fisheries and activity outside the approved region or milestones are excluded.
